Binance Reportedly Preparing FCA License Bid for a 2027 UK Relaunch

Binance hasn’t been able to onboard new UK customers since 2023. It’s reportedly about to test whether five years of compliance rebuilding is enough to change that.

The exchange is said to be preparing an application for FCA authorization when the UK’s application window opens on September 30, 2026, part of Britain’s move toward a full mandatory crypto regime taking effect October 25, 2027. The FCA restricted Binance’s UK entity from regulated activities back in 2021, and new customer onboarding stopped in 2023 once the UK’s financial-promotion rules tightened, so a license bid now would mark a genuine attempt to reverse that exit.

The bar is real, not procedural. Authorized firms need to satisfy capital, governance, custody, financial crime, and consumer protection standards, and build an actual UK presence rather than operate as an offshore entity serving UK customers remotely. Filing an application guarantees nothing, UK regulators can and do reject bids that don’t clear their fit-and-proper standards.

Binance has not publicly confirmed the filing or named which legal entity would apply, and the reporting so far rests on people familiar with the plans rather than an official announcement. Given the exchange’s regulatory history in the UK specifically, this is very much a test case for whether its post-2021 compliance overhaul reads as credible to the regulator that shut it out in the first place.
